I thought the lead came from the city's water supply. They switched sources due to high prices buying it from another city but the new source had lingering contamination from old industrial plants which had never been cleaned up and which the coty of Flint never tested for.
From what I understand, the Flint, River water was so contaminated that they used massive doses of Chlorine to kill the micro organisms in it. So much Chlorine that it dissolved the lead from the insides of the old pipes and flushed it into the general water supply.
