MANY would split up and not in geographically practical ways. The idea of "these states v. those states" is wildly out of date and a new civil war would look more like, say, Syria.

Downstate IL isn't going to pick the side of Chicago. Atlanta ain't going to just ride along with MTG. Texas will be a clusterfuck with 4 or 5 major cities that won't be led into fighting for the wrong side because Abbott decrees it. There are some states that break more cleanly - NOVA shaved off from rural Virginia (possibly extending down to Norfolk) and interior Washington and Oregon divorcing themselves from the coastal areas.

Though in every case where one quits and the other begins would be a flashpoint for bloodshed. Whatever god comes from it, if any, will be on the other side of bloodshed that will make the 1860's look like paradise.

In the incredibly unlikely scenario in which states just said "each of us will decide what to do next" (which would likely still result in a lot of violence) you could imagine a very reasonable scenario in which NY/NJ and all the states to their northeast (though a lot of NH would be super pissed) would be naturals to become part of Canada but I'd guess Canada would be really reluctant to add more new Canadians than the number of Canadians they already had. More probable would be a technically separate coalition that was as fully integrated with Canada (and a West Coast alliance along the pacific) in an arrangement something like the EU.

Of course, if the U.S. balkanizes the right wingers n Alberta and their neighbors would want to break up Canada so they could throw in with the reactionaries to their south.

with cars it took a few years until they were proven capable of causing massive damage (compared to an ox cart) before it became logical to add skills certification and operating insurance requirements because the POTENTIAL for harm was too great to ignore.

(In fact as I recollect they backed down on actually imposing taxes and merely wanted to establish their right to do so, but by then it was too late. And of course the whole thing ended up costing them way more in the end.)
