Alarmism isn't working. Even among people who are deeply concerned, the mood has settled into dejected apathy. And the costs are huge for no observable and little future benefit. Hurricanes aren't more common or more destructive in Florida;. Over time, hurricanes do more monetary damage simply because there's more built up stuff for them to hit. And home insurance rates don't seem to be high enough to keep people from moving there.
