Ehhhh. Behr was great but had his own issues. I hated the Sisko becoming a prophet thing. Hated it. And apparently Avery Brooks had to point out to Behr that a Black man abandoning his unborn child was a bad look. So Behr (reluctantly) added in the "he'll be back again someday!" Line. Anything SA does to unfuck that is A-OK with me.
Also, new Captain wasn't mumbly as far as I could hear in that "famous quotes" trailer. And that was on my shit laptop speakers.
But in the end he did write it the way Brooks wanted. Not every show runner would do that. Some would insist "This is how its written and thats the end of it," or they would relent only to edit that part out in the final cut. No showrunner or writer in history is perfect, but DS9 had far more hits than misses. Nothing that has come afterwards has even come close to that show in my opinion.

First of all, no reason to think the EMH would bother reporting this. No harm, no foul. Second, there's arguably justification for the cadet to act the way he does. The EMH just goes ahead and injects Cadet with something to clear up the parasite. Even assuming that is an inherently good treatment, there is something called informed consent that the EMH didn't bother to try to attain with his long list of crew members that he had to see. I would say trying to swat away the arm of someone who is injecting you with something without your explicit permission makes it at least somewhat permissible. Third, even assuming the EMH reports it and the administration deems swatting at the doc's arm wrongful under the circumstances, I don't it would be such a high level offense that it would result in him being booted from the Academy. Not when there are a range of punishments from warnings to nights in the brig that might be more appropriate.
