In 2009 I was making a little less than 45k, then I got laid off. I then got "free stuff" in the form of a WIA grant to get training to get a CCNA. I leveraged that to get a new job where now I'm making 70k.

If they're actual benefits such as job training/placement, child care, realistic public transportation in exurban areas, it would be doable. There were such programs a couple of decades ago, but TPTB never solved the transportation thing, employers kept shipping jobs overseas, and the programs were terminated. The leftover revenue was spent on spurious drug-testing programs until it ran out. Your tax dollars at work.
