Near as I can tell, the dept. just takes money from the states, mixes up the amounts a bit, and gives it back with strings attached, strings that are (almost?) entirely put there by Congress. No, it's not a big deal in nuts'n'bolts terms. Public education has long been going downhill in the US and that slide will now accelerate, as it would have under any other Donaldista appointee. I've heard it wasn't as close as you think. That the only reason the two GOP senators broke ranks was that they had been assured that no others would and thus Pence would provide the deciding vote in her favor. So two potentially vulnerable GOP senators get to make a meaningless "cover their ass" vote by "defying" President Trump yet it makes no difference in the end.
