This makes zero sense. We can have nuclear power without it resulting in a disaster. In fact, we do. At any rate, Chernobyl is not the only example of Communism being terrible for the environment.

When I lived in NM (back in the late 70's) all that storage was being created and approved to handle the flow of waste. Those rods will still be hot after the planet finally dies.
