Because any large organization out there, it doesn't matter if it's governmental, corporate, non-profit, or what, just doesn't want to cough up information. When the government said that food labels have to have nutrition information on them, the food companies yowled that this would bankrupt them. You'd think that they'd be happy to do this, as it'd serve as proof that they're not putting nasty shit in their food. Nope. They fought it.

And I'm tired of the go to reason for why I can't do something simple, like take a trip, being that my bank account's too small, but it is.

While I'm certain that any number of folks have used that as a bullshit excuse to escape the consequences of their actions, when you're trying to get people to discuss things that happened in times past, it may very well be true, and even if they do remember something, that doesn't mean that their memories are accurate.
