You can't really outlaw atheism, since it's a personal belief that can be kept private. What you could outlaw is advocacy of atheism, which used to be punished (and still is in many Muslim countries) as blasphemy or apostasy. It's easy for an atheist to dodge questioning about their beliefs because they can refuse to answer, saying that their beliefs are strictly private and are between them and their creator. Or you could get clever and claim to believe in an atheist god, saying something like "I believe in God, but he doesn't believe himself to be a god. You see, he's only God from our perspective. From his perspective, he's pretty ordinary, just doing what he does because that's the way he rolls. So if he doesn't think he's a god, who am I to argue?"

Yeah, I know it is a troll, but how could you ban nothing ? Technically atheism is a lack of belief in religion. So how can you ban it ? At best you could force compliant behavior. But you cannot ban someone into a behavior.

The funniest thread I've ever watched on the Internet was a pair of Randians who had been trying to convert right-wing conservatives to her philosophy, working as a pair as is common in cults, but they accidentally focused on an ultra-liberal troll without realizing it.
