Mainly because our legal system has some serious holes in it. From what I've read though, all the guy has done so far is file papers. Hopefully the judge reading those will get a good laugh before throwing it out...
The truth is you can sue anyone claiming anything but most of the time the judge just tosses cases out for lack of merit. File to many of those spurious cases and a judge will bring sanctions against you. That's why I laugh when mouth breathers make breathless claims in threads on other forums (city data forum is a good example of this) claiming so and so brought a lawsuit therefor his outrageous claim must have merit. No, I can claim someone used the evil eye to turn my poop green, the court cleric would dutifully file it as long as I pay the fee, but the second it gets in front of a judge it will get tossed out.
Yeah working in a jail you see inmates file all sorts of crap. I've seen inmates file so many lawsuits that judges have literally said they can not file anything else.
