If she forcibly raped him, then the sentence is just fine. If it was consentual sex (even if the so-called victim was only 16 years at the time), then the sentence is ridiculously over the top. A bit of social work should suffice.
Sentencing is a crapshoot! The next woman (or man) who does this same thing might get only a few years. You just never really know. Yes, people who forcibly rape their own kids get less of a sentence. Regardless, don't have sex with minors and you'll never have to worry either way. What do you expect from Florida? They have something of a reputation for this sort of thing. Remember, in the English-speaking countries violence and hatred are understandable emotions, and so are not punished too harshly . . . but sex and love are beyond the pale, especially if conducted with minors who are properly the property of their guardians. So, the average convicted murderer in the USA goes to prison for less than 6 years, but possession of a single image of child pornography can get a sentence of 10 years in federal prison - and although the USA does not presume to prosecute anyone for murders committed overseas, the federal government does presume a right to enforce its laws against sex anywhere in the world, even if it is not illegal under local law. Speaking of Florida, there's a man there who received a sentence of over 100 years in prison because a 14yo friend of his thought it would be funny to moon a video camera, and did so without the man's knowledge. The judge ruled that this "possession of child pornography" deserved a sentence of over 100 years. This man is still in prison, and spent over 5 years in solitary confinement. Like I said, Florida has a reputation.

If this was consensual, then at 16 years, while inadvisible, I don't see how sex with that "minor" can be illegal.

However from my own experiences, it's, obviously, up to the parents to do something about it if they have a problem with it.
